N Scale: 11" radius track crossing 9 3/4 track. Can this be done? Is there any crosssover track that can do it?

Or how long a run is needed to get a 1 1/2" rise on a 3 percent gradient. The layout is only 3 1/1 X 5.

50 inches. 3% = 3 inch rise for 100 inch run.
