Yes you can use a modern transformer with older Lionel stuff.
No it will not help them run slower or at a more consistent speed. That is controled by the engine.
You can use a TPC to run older engines at slower speeds. I know, I’ve done it. There is a certain irony to having non command control engines creep around a layout while a more modern unit with CC is stuck running at higher speeds and only 32 speed steps. I have played with the main antenna connection and order of power up to “trick” a command loco to run in conventional mode but this is more of a stunt than a useful operating technique.
You MAY be able to do this with a new ZW with the speed steps set to 96.
