What agency to file a FOIA to disclose the Siemens car delays for revenue service ?

Surely this delay has gone on too long. Would it be IL DOT , Amtrak, or someoe else ?

Search YouTube for video of Siemens plant with cars stockpiled around it. I believe it is a component shortage and they are blaming congestion at LB and LA for it.
