Check ebay for one. I see one there now for $30, two for $38. If you need a specific road name and don’t want one with a mechanism (it may cost more $) that may be a challenge. Do your search several ways…Proto 2000, Lifelike, etc. Maybe you would accept an E6 or E7 also? And perhaps give it awhile and check again as items come and go and then appear again.
Do you care what roadname? This is exactly the sort of thing that the bargain racks at the Walthers showroom in Milwaukee sometimes have bins of at reasonable prices. I’d probably be going there anyway in the next day or two and could take a look.

VIA only obtained 2 of the just 3 E8s CPR ever owned and they only lasted a few years in VIA colours before being retired.

What they had at Walthers on their “bargain shelf” was E7 shells, both A and B units, painted for New York Central. No E8 shells and nothing in VIA. The E7 shell may well fit if what you are primarily looking for is any shell to make use of a chassis. $30

A Con-Cor shell fits a P2K mechanism, and Con-Cor had quite a large stock of shells available the last time some of us visited their warehouse in Tucson, Arizona.
I don’t know how they are about answering email inquiries, but it may be worth a try.
