Yes, it will…although I wonder why you don’t want to paint the plywood a light tan because the paint will also act as a glue if you sprinkle foam on it right away. You would have to go over it just as it dries with some light glue solution, or your scenic cement, but either way, the wood will absorb much of the liquid.
Also, I don’t know how costly scenic cement is, but I had very good results with yellow glue diluted to about 5/1 and sprayed over the sprinkled ground foam. It held it in place very well, and cost almost nothing.

Yes but do yourself a favor and paint the wood. Otherwise you will wish that you had when tiny patches of bare wood show through. As Selector said the paint itself will hold ground cover.
I would agree that painting the plywood a light tan or some type of earth color is a good idea. The time involved won’t be much, nor will the cost, but it will save you frustration down the road when the ground cover wears off. Kind of hard to convince anyone that the earth is made of plywood.
