Since Amtrak 819 was destroyed in the infamous 1993 Big Bayou Canot rail accident, and the locomotive was only TWENTY DAYS OLD. Doing the math means that if you minus 20 days from September 22nd, 1993, doesn’t that mean 819 was built on September 2nd, 1993?

It probably was delivered on that date, but I don’t know. I honestly don’t think they build modern locomotives in only one day (I don’t think even early steamers were that quick!), but I could be wrong!

As Murdoch said, probably not; a GEVO, while not a P40DC, appears to take 90 to 120 days to be built so probably not; that date is likely when it was delivered to Amtrak.
Builders don’t get anymore specific than month and year.
Formal date of delivery to/acceptance by Amtrak will likely have little to do with fixing the actual completion date at Erie. You would need to know the specific location and travel time to that location, which I doubt you have; I would suspect that locomotives might have been delivered in groups to different locations as Amtrak put them in service, but I have no idea how to research that.
I would see if the source that claimed TWENTY DAYS has more detail on what actually happened around the 2nd.
