As story problems go, yours has problems. I’ll say The Norfolk & Western had 0% steam engines in 1950, if that is what the question.

What was it–1955, when they got their first diesels, some Alco RS3s?
The story I heard was that a large percent of N&W’s traffic was coal, they did not want to alienate these customers so they hung on to steam.
N&W placed their first orders with ALCo and EMD in 1955.
Zero percent. The N&W didn’t even ORDER Diesel locos until 1955. That’s why their passenger trains looked as though they were being drawn by freight engines during the E and F model era.

Folks that remember that era and looking at the %'s available for answers in the question would most certainly realize almost no one had as much as even 28% diesel engines in 1950…!
In 1950 half of Union Pacific’s fleet was diesel locmotives.

Western Pacific was fully dieselized in 1952.
