What are your thoughts on locomotives that were stored on the North Coast Railroad’s “Balloon track” in Eureka, California? I would love to hear what you think?

As for the locomotives - stored and forgotten. Happens all the time.
I remember in the 90’s seeing an old rusty PRR boxcar on a weed filled siding, both obviously long forgotten.
I’ve credited images like that before. Works pretty well at keeping the credits unobtrusive but prevents them from being hidden.

I read about these graveyards that are packed with unwanted rolling stock, and from the impression I got it was a tax dodge and an evasion of responsibility on the part of the companies that own them.
